Open Government Framework
Run City Hall better. Open records, open contracting, micro-tendering, fiscal transparency, better public meetings and government that is accountable by design.
The Blue Book is a working governing plan for a better-run, better-built and more liveable Charlottetown: proposed institutions, bylaws, policies, technical standards and measurable commitments — published for residents to examine and improve.
Four major reforms organize the plan. Each has a different job, and the Open Government Framework applies across all of them.
Run City Hall better. Open records, open contracting, micro-tendering, fiscal transparency, better public meetings and government that is accountable by design.
Create housing. A Vienna-inspired approach using public land, housing partnerships, cost-oriented rents and reinvestment — targeting work on 250 homes in Year One.
Integrate movement. Parking, transit, walking, cycling, active transportation, curb management and traffic safety planned as one system, including a target of 800 net new public parking spaces.
Manage One Water. Drinking water, source protection, stormwater, surface water and wastewater planned together as one complete urban water cycle.
This is not intended to be a campaign document that disappears after Election Day. The town-hall series will be used to test the proposals publicly and improve them before the final governing edition is released.
As sections are completed, this page will become the public home for the Blue Book, supporting documents, proposed bylaws and policies, technical action plans, infograms and revision history.
