Daniel Mullen’s transparency commitment

Public money.
Public records.

Residents deserve to see where their money goes. Publish mayor and council expenses every month, with receipts—and open the records behind major City decisions.

Financial records from April 1, 2018 onward · Updated November 1, 2026

A new standard

Every month.
Within 30 days.

Publish itemized mayor and council expenses within 30 days of month-end, including receipts and corporate credit card transactions.

  • Include expenses reimbursed to officials and costs paid directly by the City.
  • Include spending for elected officials charged to other departments or accounts.
  • Identify outstanding claims and subsequent adjustments.
  • Where no expenses were incurred, say so explicitly.
  • Publish searchable documents and downloadable spending tables.

The disclosure programme

Open the files.

These are the records I will seek to release through the necessary Council decisions and authorizations. Expand each item to see the scope.

9. Park Street and Outreach Centre agreements

City-Province agreements, leases, amendments, cost and service responsibilities, effective and execution dates, and Council authorizations.

10. Complete 85 Euston Street project file

Business case, condition and heritage assessments, funding, construction tender and contract, change orders, EV-charger and technology procurement, and total project expenditure.

11. Fire-station planning and consultant records

Site selection, appraisals, consultant procurement, contracts, invoices and deliverables; SableArc work; and Chandler Architecture dispute and settlement records.

12. Legal and settlement spending - April 1, 2018 onward

Spending by firm and matter category, retainers, invoice amounts, settlements, insurance recoveries and authorizations, with privileged content reviewed separately.

13. CAO appointments and departures

Resolutions, recorded votes, procedural advice concerning the May 2022 decisions, recruitment costs and aggregate departure costs, subject to personal-information review.

14. Queen Street Parkade obligations

Structural reports, repair and replacement assessments, third-party parking commitments, purchase or first-refusal rights, redevelopment agreements and financial projections.

15. Procurement exceptions and overruns

Sole-source awards, emergency purchases, tender waivers, evaluations, amendments and change orders, with approving authority and final cost.

16. Election disclosure administration

Returns and corrections, receipt dates, compliance reports to Council, nomination-deposit refunds and publication logs.

An accountable process

Explain what is released.
And what is withheld.

Maintain a public document register showing whether each record exists, who holds it, its release status and the reason for any withholding or redaction.

Apply narrowly justified protections for personal information and security details. Review privilege and third-party rights explicitly, publish the remaining material, and explain any withholding.

Employees and witnesses should not lose their privacy because they participated in a workplace review.

One clear reporting period

April 1, 2018 onward.

Present each completed April 1–March 31 fiscal year separately, beginning with 2018–19. Show the current 2026–27 fiscal year as a partial year, with its cutoff date clearly stated.

Project and investigation files cover their full relevant histories. Monthly disclosure continues thereafter.

Read it. Watch it. Share it.

The full commitment.

Complete records. Monthly disclosure. Public accountability.

The three-page plan sets out all 16 disclosure categories and the monthly reporting standard.
