Patrol neighbourhoods
Provide a visible, uniformed municipal presence across Charlottetown and follow up on recurring problem locations.
A Safer Charlottetown
Daniel Mullen will strengthen community safety by creating a team of Municipal Safety Officers serving neighbourhoods across Charlottetown, with visible patrols, property-crime follow-through, bylaw enforcement and neighbourhood order.
Police where we need police. Municipal Safety Officers everywhere else the law allows.
Regular City presence in neighbourhoods, parks, schools and commercial areas.
Evidence and file support when an incident is discovered after the fact.
Proactive identification and enforcement of municipal violations.
Early intervention before small problems become chronic problems.
Visible City presence
Municipal Safety Officers will actively patrol Charlottetown neighbourhoods, schools, parks, commercial areas and recurring problem locations. They will not simply sit behind a desk waiting for a complaint.
While on patrol they will observe, document and act on matters within municipal authority. Deployment can be directed by resident reports, recurring incidents, school activity, traffic and parking concerns, and locations where repeated problems are being documented.
“I want City residents to see somebody looking after their neighbourhood.”
Immediate municipal capacity
Provide a visible, uniformed municipal presence across Charlottetown and follow up on recurring problem locations.
Identify and address enforceable municipal violations rather than waiting for every problem to generate a complaint.
Document and enforce matters involving nuisance, unsafe or unsightly conditions, illegal dumping and other municipal offences.
When a theft is discovered later, help gather voluntarily supplied video, photographs, serial numbers, descriptions and witness information for police follow-up.
Carry out parking and other municipal order functions already within City authority.
Document conditions, gather evidence and prepare usable municipal enforcement files for the City Prosecutor or other responsible authority.
Property crime
A theft or trespass discovered after the offender has left is operationally different from a crime in progress. Much of the remaining work is patient evidence collection and file preparation.
The legal boundary matters
Crimes in progress, violence, arrests and serious criminal investigations remain the responsibility of Charlottetown Police.
Municipal Safety Officers handle the many issues that do not require sworn police powers, so our police officers have more time for the work that only police can do.
Order, proactively
A Municipal Safety Officer should not drive past an obvious municipal violation simply because nobody has filed a complaint. If a matter is within City authority, officers should identify it, document it and deal with it.
The objective is not to maximize tickets. The objective is orderly neighbourhoods. If compliance improves and fewer tickets are required, the program is succeeding.
Next stage
The first step is to use the municipal powers Charlottetown already possesses. At the next stage, the City will seek any provincial appointment, designation or legislative authority needed for expanded routine traffic enforcement.
