Less Time in Traffic. More Time for Home.

Focused improvements on University Avenue and North River Road, designed to get people to work faster in the morning and home sooner every evening.

Make the roads we have work better.

Time stuck in traffic is time taken away from families.

Beginning in 2027, we will start a focused program to improve two of Charlottetown’s most frustrating traffic corridors. We will begin with practical changes that can make a difference sooner, while completing the engineering required for larger improvements.

“Get people to work faster in the morning and home sooner every evening.”

Remove friction. Improve reliability.

Manage entrances

Reduce unnecessary conflict points and sudden turning movements that interrupt traffic on University Avenue.

Move buses out of traffic

Use purpose-built pull-offs, generally after intersections, so loading does not block a travel lane.

Improve intersection operations

Review signal timing, turning movements and queue lengths during both morning and evening peaks.

Address North River Road

Focus on the Capital Drive to Beach Grove Road bottleneck where several major traffic streams converge.

Start practical work in 2027

Advance changes that can help sooner while completing design and engineering for larger corridor improvements.

Build safely

Stage construction and access changes carefully so businesses, residents, pedestrians and transit riders remain connected.

Belvedere Avenue to Allen Street.

Start with access management, bus pull-offs and intersection operations. The objective is to reduce interruptions caused by closely spaced driveways, buses stopping in the travel lane and turning conflicts near busy commercial entrances.

  • ✓ Purpose-built bus stalls outside travel lanes
  • ✓ Fewer unnecessary driveway conflicts
  • ✓ Better signal and turning-lane operation

Capital Drive to Beach Grove Road.

Address the morning bottleneck created as traffic from Cornwall, Lower Malpeque Road and neighbourhood connections converges on North River Road. Corridor engineering will test intersection, access and routing improvements before larger construction decisions are made.

  • ✓ Measure morning and evening queues
  • ✓ Review access and intersection conflicts
  • ✓ Advance the strongest design for construction

Start in 2027.

Practical improvements first. Sound engineering for what comes next.
A clear focus on giving Charlottetown residents more of their time back.
