A Safer Charlottetown / Treatment & Recovery

Create a real Charlottetown Treatment & Recovery Centre.

Work with all levels of government to build a purpose-designed clinical anchor on QEH property. Working together, we can get things done.

Proposed site on QEH property

Put treatment where the health system already is.

The proposed location is the QEH property at Riverside Drive and Murchison Lane. The concept is a purpose-built Treatment & Recovery Centre connected operationally to health care, mental-health and addiction services.

This is a campaign proposal for intergovernmental discussion, design, approvals and funding - not an assertion that a facility has already been approved.

QEH property at Riverside Drive and Murchison Lane
Park Street should not simply be moved. It should be replaced by a better system.

The replacement system has different answers for different needs.

Clinical anchor

QEH Treatment & Recovery Centre

Assessment, health care, mental-health and addiction connections, stabilization support, outreach and navigation in a location designed around clinical integration.

Emergency shelter

Smaller residences

Do not indiscriminately mix ordinary shelter, recent-use stabilization and recovery-protective accommodation in one building.

Housing exits

Supportive and permanent housing

People who primarily need a home should have a path to a home - not a permanent cycle through emergency shelter.

Longer-term recovery

Voluntary residential recovery

Structured longer-term treatment, purposeful activity and gradual reintegration for people choosing recovery.

Public commitment

Phase out Park Street by the end of 2028.

The commitment is not to close a door before alternatives exist. The City should seek a binding transition agreement with the Province covering replacement capacity, properties, funding, service standards, approvals, procurement, neighbourhood safeguards and milestones.

Late 2026
Establish a City mandate and begin formal City-Province-federal discussions on the replacement model and funding.
2027
Site and service feasibility, design, approvals, property planning, procurement and implementation agreements.
2028
Build or adapt replacement facilities, recruit services, open housing pathways and transition people through individual plans.
By end of 2028
Phase out Park Street after appropriate replacement capacity is operating and move the site back toward normal planning treatment.

Who has to work together?

City of Charlottetown

Lead locally

Municipal land and housing tools, neighbourhood engagement, enforcement, service reporting and a clear transition mandate.

Prince Edward Island

Health, addictions and shelter

Health care, addictions and mental-health services, shelter funding, planning authority over the current Park Street area and provincial approvals.

Government of Canada

Capital and housing partnership

Work with federal programs where eligible on housing, infrastructure and capital funding rather than leaving the City and Province to solve the transition alone.
